National Master Standing Offer (NMSO) is a procurement vehicle established by Public Works and Government Services Canada (PWGSC) for diverse products and services, including high-density mobile shelving. NMSO is available to the Government of Canada's various departments, agencies and boards to purchase mobile storage systems at pre-arranged prices, under set terms and conditions.
When are they used?
Standing Offers are used to meet recurring needs. They are best-suited to the purchase of goods or services that can be clearly defined in order to allow suppliers to offer firm pricing.
Standing Offers are usually considered:
when one or more departments frequently order the same goods or services but do not know the actual demand in advance;
when a need is anticipated for a range of goods or services for a specific purpose, but the actual demand is not known at the outset and delivery is only to be made when the need arises.
Why do government organizations use them?
The Standing Offer saves time and money. Once a Standing Offer is in place, the government department, agency or board that needs the specified goods can deal with Montel directly for applicable products. Call-ups against a Standing Offer can be processed faster, with less paper work, because prices and terms have been determined in advance and there is no need for further negotiation.
Individual call-ups against the Standing Offer must not exceed $ 40,000.00 (Goods and Services Tax or Harmonized Sales tax included)
